On October 28, the Ministry of Commerce issued the General Plan for the Construction of the China Shanghai Cooperation Organization Local Economic and Trade Cooperation Demonstration Zone. The plan shows that Qingdao port should be supported to connect with the important ports of SCO countries, as well as the ports of Yokohama, Fukuoka of Japan and the ports of Busan, Incheon of Korea, and carry out sea rail intermodal service cooperation for the landlocked countries of SCO.

In the key tasks of "strengthening connectivity and building a regional logistics center", the overall plan of Shanghai Cooperation Demonstration Zone mentioned Qingdao port and its related businesses in many places and provided policy support.

In terms of gathering and developing modern logistics industry, the plan points out that it should give full play to the port of Qingdao and shore advantages and develop export LCL, warehousing and processing business. We will build an international cold chain food trading distribution center and develop cold chain logistics.

In terms of international logistics cooperation, the plan points out that Qingdao Port should be supported to connect with the important ports of SCO countries, such as Yokohama port and Fukuoka port of Japan, Busan Port and Incheon port of South Korea, etc., and carry out sea rail intermodal transport service cooperation for SCO landlocked countries.
